Dr. Robert A. Southworth, Jr. partnered with the San Diego City Schools – San Diego, CA (2001-2003) to create and evaluate a new "end of course" exam and Professional Development process in English Language Arts. The purpose of this evaluation is to understand to what extent the English End of Course Exam development process has helped the district to support teachers and students in understanding and attaining state standards.
